Session on Access to Data (The case of Canadian PBO)

PBO needs to be clear about the data actually needed and the place to get data. After that the main challenge will be on the reluctance of the governmental departments, which are the main sources of data, to disclose the data. To overcome the challenge, Canadian PBO implements these strategies:

  • Develop strong, informal, working relationships with all levels
  • Formulate requests as precise as possible, but as broad as necessary
  • Follow up judiciously and document transparently (document every request and make the process transparent) 
  • Offer alternatives when stonewalled
  • Pursue alternative methods of obtaining data (or proxies)
  • Seek alternative sources of data
  • Report to and seek parliamentary assistance
  • Seek judicial assistance
